Electrical Commission

About the Commission
The Electrical Commission consists of the Electrical Inspector and five members appointed by the Mayor with the advice and consent of the City Council. The Commission recommends safe and practical standards and specifications regarding electrical equipment; as well as recommend reasonable rules and regulations governing the issuance of permits by the Electrical Inspection Department. The Commission meets as necessary.

Joint Review Board

About the Board
The Joint Review Board (JRB) is composed of certain overlying taxing districts within a Tax Increment Finance (TIF) District including the school districts, community college, fire district, county, township, and road districts. It is initially established when a new TIF is under consideration for making a recommendation of the District’s formation to the City Council. The JRB remains in existence should the TIF District be approved and conducts an annual meeting to discuss the TIF report filed with the State of Illinois. The City of Fairview Heights has four TIF Districts.

Planning Commission

About the Commission
The Planning Commission is an eleven (11) member advisory board appointed by the Mayor. The Planning Commission helps to guide, direct and control the development of the City in accordance with the Development (zoning) Code. The Planning Commission reviews and makes recommendations to City Council on Special Use Permits, preliminary and final subdivision plats, map amendments (rezoning) and text amendments. It also helps oversee the preparation and implementation of the City’s Comprehensive Plan, which establishes long range physical development goals.

Regular Meetings
The Planning Commission meets on the second Tuesday of the month, unless there is no business to conduct. Matters to be presented to the Planning Commission should be submitted at least one month in advance of the meeting to the Department of Land Use and Development.

Zoning Board of Appeals

About the Board
The Zoning Board of Appeals consists of seven members appointed by the Mayor with the consent of the City Council. The Board considers area-bulk variance request from the strict application of zoning provisions and appeals of decisions of any administrative official as it relates to zoning provisions, including the interpretation of any zoning district boundary. The Board conducts public hearings on application regarding the aforementioned circumstances and issues advisory reports to the Corporate Authority, the decision making body. The Board meets as necessary.

Beautification Commission

The Beautification Commission is composed of 10 members who include representatives of the business community, a representative for the Chamber of Commerce, a representative for the education/school community, a representative of the religious/faith communities, and residents.

Volunteer Litter Clean-Up Days

The commission is in charge of the volunteer litter clean-up days which are every third Saturday morning of the month, starting at 8 a.m. and typically ending around 10 a.m. As of now, the group organizes behind Walgreen’s at 8 a.m., and groups of volunteers are provided maps, assignments, orange vests, and bags.

Business Appearance Award Program

To reinforce the City’s new commitment to this priority, the Beautification Commission is at work to create a Business Appearance Award program. The city will periodically recognize a business that has made the effort to beautify their property and publicize their business through the media and Chamber of Commerce.

Personnel Committee

About the Committee
The Personnel Committee (in cooperation with the Human Resources Manager) will work to enable the City to employ and retain competent staff to accomplish the City’s work and to efficiently and cost-effectively provide essential City services. Input will be provided to the Human Resources Manager in reviewing all aspects of employee personnel policies, benefits, and health insurance. The Committee will also be informed of and review all employee grievances and related disciplinary actions, as well as legal activities connected with the same. The Committee shall set forth and be responsible for overseeing the negotiations of the City’s collective bargaining unions and also non-union benefits.

About the Committee
The Law Enforcement Committee (in cooperation with the Chief of Police) will review all aspects of Police Department operations and the Emergency Services and Disaster Agency (ESDA), including, but not limited to, the following:

  • Review of bids for items requested by the Police Department or ESDA
  • Requests for parade permits and special events requiring traffic control or police protection
  • Emergency Medical Services
  • Other Police-related matters as assigned by the Mayor or City Council

Finance Committee

About the Committee
The Finance Committee (in cooperation with the Finance Director) will conduct review, analysis, and make recommendations of financial policy and operations throughout the City. The Committee will examine and review financial reports of bills and vouchers for payment prior to being sent to City Council for final consideration. The Finance Department shall also provide periodic budget updates throughout the fiscal year and be responsible, as Budget Officer, to prepare the annual budget.

Economic Development Commission

About the Committee
The Economic Development Commission (in cooperation with the Economic Development Director) will coordinate with the Director via Community Development Best Practices Standards the compatibility of residential, commercial, and industrial land usage within the City.

Among the strategies that will be considered is the use of tax increment financing, sales tax rebates, and business assistance programs that may exist or be established. The Economic Development Commission and they will provide recommendations to the Development Commission from time to time.
