For Start-Ups
Explore the Metro East Business Incubator (the MEBI)
Fairview Heights has partnered with the neighboring communities of O’Fallon and Swansea to launch the Metro East Business Incubator (the MEBI), a full-service program for business startups; check out local, regional, state and national resources available through the incubator’s website.
Location Selection and Zoning
Before you select a site, verify the zoning classification of the property and if the proposed business is allowed in the zone.
In some instances, a type of business may require a zoning procedure such as a Special Use Permit, Rezoning (Map Amendment) or Site Development Plan. These are multi-step review and public hearing processes that can take 2-4 months.

City Permits
Submit a permit application to confirm your business meets zoning and occupancy requirements. Once zoning compatibility is confirmed, you can apply for a Commercial Occupancy Permit (COP) through the City’s MyGov portal. This application ensures the proposed business aligns with permitted uses within the zoning district and that the space meets occupancy standards. Applicants should provide accurate details, including:
- the business square footage
- number of parking spaces.

Inspections
Complete required inspections to ensure the space is safe and ready for occupancy.
After your application is approved, City staff will schedule an occupancy inspection. A $50 fee covers the initial inspection and one follow-up inspection, if required. In addition, the Fairview Fire District conducts a separate safety inspection, which must be scheduled directly by calling (618) 233-2121. Once all inspections are successfully completed, your Commercial Occupancy Permit will be issued and will remain valid as long as the business operates at that location.
Licenses
After receiving your Commercial Occupancy Permit, you must apply for a business license through the Fairview Heights Finance Department. The license costs $50 annually and typically takes about one (1) week to process. Payment can be made by check, cash, or debit/credit card (debit cards are processed as credit). Business licenses must be renewed each year to remain in good standing.
Food and Beverage Tax (if Applicable)
Register for and remit local taxes if your business sells food or beverages.
Business that sell food or beverages are subjected to a two percent (2%) local food and beverage tax, which is collected monthly and paid directly to the City. The Finance Office will assist with setting up your account, explaining reporting requirements, and ensuring you have the necessary documentation to remain compliant.
Ribbon Cutting
Once your business license has been issued, you are ready to open. New Businesses are encouraged to schedule a ribbon cutting ceremony either through the City’s Economic Development Coordinator, Ryan Jenkins, or the O’Fallon-Shiloh Chamber of Commerce. These events typically include the Mayor, members of City Council, and community representatives, and serve as a great opportunity to introduce yourself to the community
